"While the Government cannot legally force suppliers to give free copies to members of the public who wish to discuss their concerns, it is the Government's intention to have the issues raised within Aust's membership debated and made widely available," it said.

The issue comes after a series of posts on the post office web site by an employee at a New Zealand Post office in Otago, which was recently acquired by Amazon.com following the deal.

An e-petition in opposition to the move has gathered over 4,400 signatures.

While Amazon has yet to comment on the letter, and was not immediately able to confirm it's presence on the web site, one e-petitioners noted that the company appeared to have set up a petition, but was also involved in the discussions to decide to buy the New Zealand Post.

"To make the best use of the company's business operations, [Amazon] has been investing $75 million in new distribution centers, and acquiring a total of 30 distribution centers around the world," the e-petitioners said.

At the same time, one post-office employee on Amazon.com's page shared an image of a document listing the company's latest orders, which indicated there would be approximately 1,000 more free books in Australia.

The employee then posted a link to a page with the same item, in addition to a picture of the page from Amazon.com's site and a link to a post on Amazon.com's news page.

"The best way that we can support Aust's members is to create new opportunities for them to get their books by getting them on Amazon," Amazon's founder, Jeff Bezos, wrote in response.

The petition campaign is currently active.

In January, Amazon Australia posted on its Facebook page a message to "all Aust members": "You have no idea what that feels like."

It also posted to their site that they wanted to "take away the sense of entitlement in your members, to make the Australian economy more open and dynamic, and have more choices available to Aust members about their choice of books through Amazon."

"Amazon are looking for Aust's members to do more to grow their business in Australia, and to offer Aust members a choice on where to buy books and to have more choice about where to buy books. We believe in the need for more choices about where to buy books, and would be pleased to give you the chance to consider an opportunity to support us and our partners by shopping with us."
